The Failure of the 28-Article Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of conflicting incidents captured the bleak nature of the recent timeframe. By day, negotiation efforts are waged: hopeful statements are released from multiple capitals. Significant resources is allocated on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, war remains the main instrument for achieving "resolution".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from Russian territory, a ability afforded by up-to-date information. From witness perspectives, military aircraft that had been scrambled to counter approaching cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems thundered: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through allied countries. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to resigned acknowledgment: perhaps the hostile projectile won't strike its target this time, preventing destruction from ruin and additional electricity failures.

Continuous Dangers

Following this, a automatic firearm fired at a unmanned aircraft in the vicinity, part of a rapid response unit – most likely imported technology. Sadly, the shots failed to hit the opposing UAV – it pressed on overhead toward its objective.

Periodically, this persisted until dawn. Kyiv faced the daybreak reports: several casualties, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – experiencing conflict. But those full day demonstrated Ukraine's critical military reliance on Western support – a reliance that regional partners are demonstrably unable to replace in the immediate future.

Unsuccessful Negotiations

The 28-point plan from American leadership sparked intense emotion, debate and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new proposal from American administration adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This trend will, certainly, endure.

Political Considerations

It is tempting to accuse particular leaders of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington works based on a assumption understood by experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The American government assumes that it is impossible to pressure the Kremlin to surrender the territory that it currently occupies in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through statements or actions, from thinking that the current condition will not evolve additionally in its advantage in the near future.

Divergent Views

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leader remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing civilians and areas but preventing a total frontline collapse until circumstances change in its benefit.

Existing Situation

Objectively, there are no actual prerequisites for a truce. Now, subjective factors are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unacceptable, so that their attention does not switch to domestic problems. And although their objective will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, latest revelations, all served their function.

While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
